Draft Ordinance has been examined by my Dégal Advisers and copies as revised by them are being sent to you by air mail leaving 17th July together with comments of Consultative Committes oa original draft. Draft as amended does not depart in principle from Colman'e draft, alterations being confined to revoräing and incorporation of
